AROW Filing Guide — Video Transcript
A complete written walkthrough of how to file a property tax appeal online using AROW (Assessment Review On the Web).

- The brochure includes useful links and a calendar of important dates.
- The calendar shows that ARC has over a year from when the filing period ends to review appeals and make determinations.
Accessing AROW
- From ARC's homepage, click the AROW tab on the left-hand side.
- You can also visit directly: www.askarcnassau.com
- This is the AROW page where you can file an appeal online for free — no need to hire a company to do it for you.
Creating an Account (First-Time Users)
- If this is your first time using AROW, click the "Register with ARC" tab.
- On the registration page, fill in all required information (marked with asterisks).
- Click "Complete Registration".
- A confirmation message will appear thanking you for registering. Click the blue link to continue to your new account homepage.
- A confirmation email from ARC will be sent to the email address you entered during registration.
Always log out of your account when finished by clicking the Log Out tab.
Logging In (Returning Users)
- Click the Login tab.
- Enter your user ID and password.
- Press the Login button.
- The AROW homepage will welcome you and display your name.
Filing an Appeal
- From your AROW homepage, click "File an Appeal" (either the tab on the left or the link near the center).
- Select your property type from the drop-down list.
- Use Form AR1 for value claims on a one-, two-, or three-family home.
AROW Timeout Warning
AROW will time out after approximately 20 minutes of inactivity, and you will lose any progress made.
To reduce the chance of timing out:
- First fill out the required Parts A, B, C, and F.
- Submit your appeal.
- After receiving confirmation, return to your appeal to complete the optional Parts D and E (which can take more time).
- Submit those changes.
Electronic vs. Paper Correspondence
ARC offers the option of receiving electronic or paper notifications for offers and determinations. The default is electronic correspondence. ARC recommends electronic — you'll receive notifications and correspondence immediately, stored in the AROW application.
Application Parts
Part A — Property Information
- Enter your Parcel ID, taxpayer/applicant's name, other owners' names, and the form type.
Finding your Parcel ID:
- Click the magnifying glass icon.
- Search by address or by section, block, and lot numbers.
- If searching by address, do not enter the suffix (Street, Avenue, Road, etc.) — just the street name.
- Click Search, verify the property address is correct, then click the Parcel ID that appears to add it to your application.
If another person (such as a spouse) owns the property with you, list their name under "Other Owner Names". ARC customer service can only speak about the appeal to people listed on the application.
Part B — Market Value Estimate
- Enter your estimate of the full market value of the property.
- Do not include a dollar sign or decimal point.
- The market value you enter must be below the tentative market value set by the Department of Assessment in order for ARC to have jurisdiction to act.
- ARC cannot lower your tentative market value below your requested market value in Part B.
- You have the option to enter the lowest proposed market value you deem reasonable — this will not prejudice your eligibility for a reduction, even if the value entered is well below market value.
- Indicate whether the property is offered for sale or under contract. If yes, enter the asking or contract price.
Part C — Contact Information
- Verify your contact information.
- If anything is incorrect, click the blue link to go to your AROW user registration page and make changes.
Part D — Property Value Influences (Optional)
- Check off any property value influences.
- Use the "Other Facts" box to elaborate on features of your home or location that you believe affect its value.
Part E — Recent Sales of Similar Properties (Optional)
- List recent sales of similar properties.
- To add a property, click the magnifying glass icon and locate it by address or section/block/lot.
- Once located, the address will be loaded into your application.
- You must manually enter the sale date, sale price, and any comments (including the source of the information).
Part F — Security Code & Certification
- Enter the security code by retyping the letters shown into the text box.
- Select the type of individual providing certification from the drop-down list.
Submitting Your Appeal
- Click "Submit Application Form".
- If required information is missing, red error messages will appear — review and correct them.
- Once successfully submitted, a red confirmation message will appear on screen.
- A confirmation email will also be sent. Check your spam folder if you don't receive it.
- You can also view your application number under the "Appeal Filing Status Change" tab.
After submission you have the option to:
- Return to the homepage (if finished)
- Submit another appeal
- Add attachments to your existing appeal
Adding Attachments
- Click "View or Add Attachments".
- You can attach appraisals, photos, or a Word document with additional information that didn't fit in Part D.
- Click "Yes" for "Would you like to add one now?"
Note: Video attachments are not permitted.
- In the popup window, click "Choose File", navigate to your document, and double-click it.
- Choose the document type from the drop-down list.
- Click "Submit Attachment".
- You can delete an attachment if the wrong one was uploaded, add more, or return to the appeal form.
Attachments and changes can be made to online appeals only during the filing period. After the filing period ends, requests or documentation must be mailed to:

Using the Sales Locator Tool
Sales Locator is available for users who need help locating similar sales. It can only be used for residential one-, two-, or three-family homes (not condos or co-ops). It provides adjusted sale prices for properties similar to yours.
Filing with Sales Locator
- Click "File an Appeal Using Sales Locator" (link on your homepage or the left-hand side).
- Perform a property search by address or section/block/lot.
Do not enter the street suffix (Street, Avenue, Road, etc.).
- Verify the address matches your property, then click the Parcel ID.
- Enter the security code from the black box into the white box and click Continue.
- You'll see a photo of your home along with property, dwelling, and assessment information.
Finding Sales
- Click "Find Sales" to generate similar properties.
- If dwelling information (such as number of full baths) is incorrect, click "Change Values", make corrections, and click "Apply Changes".
These are temporary changes for Sales Locator calculations only. To make permanent changes in Nassau County databases, contact the Department of Assessment at 516-571-1500.
- Select properties by clicking the checkboxes in the Select column. Your property is the first result for reference.
- Choose properties similar to yours in style and location.
- Up to five similar sales can be added via Sales Locator. Additional sales must be added manually under Part E.
- When finished, click "Select Checked Properties and Continue".
Reviewing Adjusted Sales
- Your property and selected similar properties are shown side by side.
- The top half displays addresses, sale prices, property types, distance from your property, and time-of-sale adjustments.
- The second half shows adjustments made to account for differences (lot area, number of baths, etc.).
- You can adjust weights in the Custom Adjustments section to emphasize a particular sale. All weights must total 100%.
- Click Continue when finished.
Sales Locator Results
- Average Adjusted Sale Price: Equal weight assigned to each property.
- Weight Adjusted Sale Price: Based on the weights you assigned.
Sales Locator is not an appraisal and is not an opinion on the value of your property by ARC.
Proceeding with the Appeal
- Using similar sales is optional.
- You can still file an appeal even if the average or weight-adjusted sale price is higher than your taxable market value.
- Click "Continue to Submit an Appeal" to proceed.
- The filing process is the same as described above, except your Parcel ID, address, name, and selected sales are automatically populated in Parts A and E.
Making Changes to a Submitted Appeal
Changes can be made through the AROW system up until the filing deadline. After the deadline, all changes must be submitted by regular mail.
- Click the "Appeal Filing Status Change" tab.
- Enter your search criteria and click "Search for Appeals".
- Filter by Parcel ID, tax year, application number, appeal number, and/or submission date.
- Click the application number for your appeal.
- Edit the information and click "Submit Changes" for the revised part.
- Add additional documents by clicking "ARC Communications" → "Attachments" → "Upload New Documents".
Withdrawing an Appeal
- On the application page, click "Withdraw Appeal".
- Make sure all popup blockers are turned off before clicking.
- Read the agreement in the popup and click "Agree" if you wish to proceed.
- After agreeing, the application will be withdrawn.
This cannot be undone. If this is your only application and you remove it by accident, it cannot be restored — you would have to start over. Only one appeal can be filed per parcel. All duplicates must be withdrawn for your application to be processed.
